PAC3 idea to stop abusing

So in another community I'm in has a system where apply for pac3 access, not hard or anything just asking if you have experience and what you plan to do. I feel like we should do this but you still need trusted vip and in the discord to apply. This won't completely stop abuse but it will slow it down a lot.
